1. Noteriety, let them know you're name!
Say some space marine gets on a killing spree against chaos, as his notreighty goes up, so does the amount of people looking for him.
After 5 kills he would be "wanted" notifying every enemy in the province to his general area, but not his specific location, say a wide area where he was last.
At 10 kills, the general area would be cut shorter, people from other provinces connected to the province the killer is in, know of his location as well.
Maybe at 20+ kills, the faction bigheads really want him dead, a bounty is placed on his head and the target gets 10% increased damage dealt to him, and everyone sector wide can go on the hunt for him. the general area he is marked is shrunk to his exact position, said bounty would increase after every 5 kills the target gets off to a certain maximum [as currency hasn't been established]
While it does seem like some guy is being gimped for being good, we can give the target bonuses,
5 kills: Damage resistance, all allies in province know of his position
10 kills: Passive regeneration, all allies in consecutive provinces are aware of his location
20+ kills: Allies sector wide know of targets location, and bonuses [exp, money etc.] are given if allies can protect the HVT.
Notriety would go down by either, dying, or evading combat for set amount of time.
2 Evolving battlefields, no one likes stale enviroments!
BAM! Earth shaker round, hits the ground everybodies dead and- the hole just disappeared.
Just about every big gun in the 40k universe should be able to make dents into the enviroment, artillery can make holes for cover, tanks can crush walls! Hell a destructible enviroment would be nice. Also, bases made by any faction can be upgraded, moved, or destroyed.
3 keeping track of "Battle zones"
Should a conflict erupt between multiple/2 factions, with at least 10 players involved, it is counted as a "battle zone"
Battle Zones would mark the area of the map where a battle is taking place, they would enlarge, shrink, expand and move depending on the direction of the battle, specific faction abilities (calling in airstrikes, deploy heavy vehicles, orbital bombardment) would only work in a battle zone.
Battle zones would dissapate completely if only 1 faction remains in the zone for a duration. Bonuses would be given to those who participate in battle zones.
People on a PvE server [if any] would be flagged for combat if they enter them. You could respawn on the edges of battle zones.
In addition, there would be a battle tab, that keeps track of battles, where they are, how many players, direction of battle (winning/losing) and duration of battle thus far.
I agree with 2 and 3, but 1 is in a game called APB reloaded
