Alrighty... during the time the Emperor walked.. NO GOD
Emperor in Status... He reaches out Psychicaly to aid people at times and they think he's a God

If you read some lore you'll see many instances where "miracles" happen in his name. Fluff? yes... but so is everything else. How SMs view the Emperor is directly related to each chapter's history. There's no black and white.. that leaves room for creative interpretation by writers and developers. I can base my opinions on a codex, the rulebook, or a novel by Ben Counter. Either way it's subject to a certain ammount of interpretation.
